Under the
draft Road Transport and Safety Bill, those caught over-speeding have not only
to pay hefty fine, face cancellation of licence but their names and photographs
will also be published in news papers by the authorities. The cost of such news
paper ads. would be recovered from the offenders. The draft bill is likely to
be introduced during the second half of ongoing session of the Parliament. The
offenders have their names and photographs published at their expense in three
leading news papers of the district where they reside of which at least one
must be English. The proposed fine is Rs 1000/ for over-speeding by 5-9 kmph
and Rs.2000/ for more than 19 kmph.
If the rule is strictly implemented we can
see the photographs of the so called
VIPs and VVIPs who trot in limousines with lal-batis.

The rich and powerful, who are close to the filthy rulers.
But these thick-skinned men and women will not be caught on
the cameras. They find ways to circumvent the rules. In Kerala the ministers,
the babus and KSRTC buses are exempted from the rules regarding speed limit.

radars are also questionable. On NH 47, between Thrissur and Ernakulam a bus
was caught on camera running at a speed exceeding 200 kmph. The authorities who
dared to book the driver, shamefully withdrew later realizing the maximum
possible speed of the vehicle was 160 kmph.
